I would start it after the Voodoo Boy quest line. There’s additional dialogue that occurs during/after Phantom Liberty that you can have with other characters, and it’s fun to have it trickle in while you complete the final missions.

Python is probably the best language to start learning with a minimum of frustration (Java can be a son of a bitch), and you can use it for pretty much anything. Lastly, I would recommend learning at least the basics of html/css/js if you are planning on doing anything web-based.
